I went back and read all of the books to find out what the initials RAB meant, and found out that they belong to Serious's brother Regulas A. Black who was Voldemorts right hand man. That way he would know where the horcruxes were. The book also said that he had betrayed Voldemort, and Voldemort killed him in person. Does anybody else agree?

It's pretty much the accepted theory that RAB is (or was) Sirius' brother, Regulus, and is the person who destroyed the locket. The initials fit, and he was one of the people who were close to Voldemort, so will have known things that allowed him to work out Voldemort's secret (if he wasn't told).
But, it's also expected that JKR has an ace up her sleeve and will surprise us all with the identity of RAB, so don't be surprised if it does turn out to be someone else...
